The  Mason Square section of the City of Springfield, Massachusetts is currently in the grip of a devastating upsurge in gun related violence, as well as gang and drug activity. The City of Springfield has the dubious distinction of recently being ranked as the 18th most dangerous city in the nation in 2003 (Morgan Quinto Research, 2004).  This is occurring as the City confronts budget shortfalls caused by the worst fiscal crisis in its history which, in turn, is having a dramatic impact on both the local law enforcement and social service resources available to tackle the complex causes underlying the increased violence and criminal activity.
